Packaging EPR: where you must register and where you don't

Since 12 August 2026, packaging needs a producer registration in each EU country where you sell to end users. If you sell directly to end users in a country where you are not established, you also appoint a representative there. We cover all 27 EU countries for one monthly price: registrations, representatives, reports and standard packaging contributions.

Short answer

Under the EU packaging rules (PPWR), the company that first makes packaged goods available in a country is the producer there and registers in that country. A producer selling directly to end users in a country where it is not established appoints a representative in that country. For other cases, each country decides. There is no single EU-wide registration.

Do you need this?

Yes, if

  • You sell packaged goods to end users in one or more EU countries.
  • Your marketplace or warehouse asks for your EPR registration number.
  • Your products contain batteries or are electronics. We take those too.

No, if

  • Your EU importer or distributor puts the goods on the market and registers the packaging.
  • You sell only to businesses that take over producer responsibility by contract.

Common questions

Do I need to register packaging in every EU country?

In each country where you sell packaged goods to end users. Not in countries where you don't sell.

Do I need an EPR representative?

Yes, in each EU country where you sell packaged goods directly to end users and have no establishment. Estonia: Noda. Other countries: a local representative we arrange. Norway, outside the EU: optional, through a producer responsibility organisation.

What changed on 12 August 2026?

The EU packaging rules (PPWR) started to apply in every EU country, with producer registration in each country of sale.

Does my warehouse need my EPR number?

Yes. Warehouses and marketplaces ask for your registration numbers before they handle or list your goods.

What data do you need from me?

Packaging materials and weights per unit, and units sold per country for each reporting period.

What are "standard packaging contributions"?

The fees that national packaging schemes charge per kilogram of packaging, by material, for collecting and recycling it. Standard rates are included in your monthly price. Batteries, electronics and heavy, specialised or luxury packaging are priced by weight and material in your proposal.
